  OSFC Roofing Problems Report

Consultation for roof designs

Updated Information 12/4/08: Through Ohio School Facilities Commission provided data for the years 2006 through 2008, plus television and paper news reports, at least 56 school districts that participated in the OSFC program have struggled with roof and/or wall leak problems in their new and/or renovated school buildings.  Typically it takes 3 – 4 years after project completion for a school district to conclude that their leak problems are not going away, they are chronic and ultimately very costly to correct.  Correcting in-place construction and/or designs often entails dismantling what was intended to be permanent construction.  “Dismantling” in construction terms is often referred to as “remediation” work.  Remediation work taking place on a newly constructed building can cause more roof damage - as many roof systems are not meant to be the staging surfaces for remediation workers and materials i.e., masonry workers performing brick wall remediation work have little to no knowledge of how to protect the roof surface they will be staging the remediation work from.  Consequently, remediation work has a tendency to create more remediation work.
